In science, parsimony is to prefer least complicated explanation for an observation. This is generally regarded as good when judging hypotheses.

Revive history in school
If schools could teach local history, They can use students to revive that part of their city. This will help the whole community look at places differently. And kids growing up will have a greater sense of civic duty and ownership.
